Notice text
The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price, two - year option type contract, on a sole-source basis, to PPG Industries Inc., Pittsburgh, PA (CAGE: 53117) for the manufacture of P/N DSS1020, Coated Windshield Repair Set, and P/N DSS2020, Curing Kit- Blanket, Windshield. The estimated quantity is three (3) each for the base and six (6) each for the option units. This procurement is required to support the P-8A Poseidon Program for the United States Navy (USN), Royal Australian Air Force (RAAF) and Foreign Military Sales (FMS) customers. The quantities fill current deficits for the RAAF and possible future requirements for partner countries and Foreign Military Sales (FMS) customers. The above CSE was designed by PPG Industries based on specific proprietary requirements for the Boeing class 737, thus P-8A, that the Navy does not have access to. PPG Industries owns all proprietary rights to the engineering data and detailed product drawings. PPG Industries is the only manufacturer with the unique technical expertise to supply these items. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. PPG Industries is the only source that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit an award of a contract..
