Added: Aug 27, 2015 9:22 am NASA/KSC has a requirement for a one-time OS/COMET Verification Site License and two (2) years of maintenance of the NASA/KSC Launch Control System (LCS) Verification Site License.

NASA/KSC intends to purchase the items from Harris IT Services Corporation. The requested site license and maintenance is the only software license compatible with the existing licensed software products, operating systems, and hardware platforms, and cannot be substituted with another manufacturers product. If the Government would select alternate software to continue the development of the SCCS, it would create compatibility issues with the current development platform of the SCCS software architecture.

Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 10, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
