10. DESCRIPTION
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement.
a. Services:
The Government intends to issue a commercial, single-award contract. The contract will provide provide on-site debt servicing, debt referral, accounting, and administrative services.
The Government anticipates competing this effort within 8(a) contract holders and awarding to one 8(a) contract holder.
Refer to attached DRAFT SOW (Attachment A) for further information.
b. Anticipated Period of Performance:
The anticipated period of performance shall be for a Base Period of 12 months effective from date of award, with four (4) 12 month option periods.
c. Place of Performance:
The work is anticipated to be completed at U.S. Department of Health and Human Services
Program Support Center, 7700 Wisconsin Avenue, Bethesda, MD 20857.
11. CAPABILITY STATEMENT /INFORMATION SOUGHT
Respondents should provide capability statements to include the following:
a. Respondents' opinions about the difficulty and/or feasibility of the potential tasks and the innovative ideas or concepts necessary to carry out the proposed acquisition or solution.
b. Core competencies:
1. Staff expertise;
2. Current in-house capability and capacity to perform the work;
3. Prior completed projects of similar nature;
4. Corporate experience and management capability; and
5. Examples of prior completed Government contracts, references, and other information related to the listed tasks.
12. INSTRUCTIONS
Your response should consist of capability statements of no more than 15 pages. Response should be provided as a Microsoft Word or Adobe PDF file. Telephone and facsimile responses will not be accepted.
Cover Page should contain:
1. Respondents' DUNS number, organization name and complete address.
2. Respondents' technical and administrative points of contact, including names, titles, addresses, telephone, and e-mail addresses.
3. Available procurement vehicle.
4. Please indicate if you have a Government approved accounting system? If so, please identify the agency that approved the system.
5. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.), as validated via the System for Award Management (SAM), pursuant to the applicable NAICS code. All vendors must be registered in SAM located at https://www.sam.gov/portal/SAM/#1
Response:
Responses to this Sources Sought must be submitted no later than October 16 by 11:00 AM Eastern Standard Time (EST). The response should be submitted via electronic mail to wendy.cruz@psc.hhs.gov. All e-mail submissions shall have "Sources Sought_18-233-SOL-00009_On-Site Debt Collection and Accounting Support" listed in the subject line.
The Government reserves the right, but does not anticipate responding to questions regarding this Sources Sought.
