About this opportunity
This pre-solicitation notice seeks offers to provide asbestos abatement, renovation, and construction services for office spaces in Buildings 35 and 23 at the Detroit Arsenal per Statement of Work #6OD006. The Department of the Army Materiel Command Contracting Command Detroit Arsenal will evaluate offers from service-disabled veteran-owned small businesses to complete the work within 180 days of notice to proceed. Questions are due by May 26, 2020 and the solicitation is expected to issue on May 27, 2020.
The acquisition is set aside exclusively for service-disabled veteran-owned small businesses. The magnitude of the project is estimated between $500,000 to $1 million. Offerors must have an active System for Award Management registration including all necessary representations and certifications. The work includes abatement, flooring, wall repairs and painting, new glass, window treatments, wall and ceiling construction, and electrical work for several office spaces at the specified buildings.

To provide all labor, material, parts and equipment for asbestos abatement and renovation of rooms 018, 019 and new office space to be determined in building 35 per SoW # 6OD006. This shall include, abatement, new flooring, repair/paint and patch notated wall surfaces (modular walls), new glass, window treatment, wall construction, new ceiling grid and tiles, and electrical work.

Procurement will be completed 180 days after notice to proceed.
It is estimated that the issue date of solicitation is 27 May 2020.
One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
In order to be eligible for award, the successful offeror's System for Award Management (SAM) Registration must be active and include representations and certifications.
The project intends to follow the sustainable acquisition principles of Federal Acquisition Regulation (FAR) Part 23, as applicable.
Magnitude of this project is between $500,000 and $1,000,000.
The proposed contract is set-aside for Service-Disabled Veteran-Owned small business concerns. Offers from other than Service-Disabled Veteran-owned small business concerns will not be considered.
This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on the Federal Business Opportunities website at www.beta.sam.gov and will be listed under Army Contracting Command ACC-Warren (ACC-WRN) (WVA). CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder’s mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued.
