Competition is not feasible due the fact that the equipment is located in Sprint-owned facilities. No other source has access to the equipment or the engineering data required to operate and maintain the equipment in order to continue service to Government users. Sprint has control and access to the fiber and equipment infrastructure and can provide the services required. Sprint, as the fiber owner, has the right to provide the required services because the fibers in the bundles can only be accessed by the commercial fiber owner. Thus, there is only one source capable to perform this effort and provide the Government the essential services required.
(16) Description
The U.S. Government has a requirement for the operation and maintenance of dark fiber pairs over approximately 6,568.5 miles within Europe to support Department of Defense (DOD) communications Outside of the Continental United States (OCONUS). The period of performance is a base performance period of one (1) year and nine one-year options, for a total of ten (10) years if all options are exercised. The requirement is to provide continued operations and maintenance in order to provide continuity of services of the U.S. Government-owned Department of Defense Information Network (DODIN). The Contractor shall provide dark fiber and commercial facilities to support the requirement and will provide optical and electrical equipment to upgrade the fiber assets in Contractor facilities and other Government locations. The Contractor's facility and its personnel must maintain a minimum Security Clearance at the Secret level. Other performance and security requirements apply.
(17) Place of Contract Performance - United States and Europe
(18) Set-aside Status - None.
(19) Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. However, all capability statements received within thirty days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
