About this opportunity

The U.S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management has issued a Notice of Intent to Sole Source for specialized devices from Ensurity Mobile Corp. The agency is located in Irving, Texas, and plans to award this contract using Simplified Acquisition Procedures for Commercial Products and Services under FAR Part 13.5. The procurement falls under the authority of FAR 13.501(a) and involves radio and television communication equipment, specifically airborne communication devices. The contracting officer has determined that only one source is reasonably available based on the unique capabilities of Ensurity Mobile Corp., which is located in West Palm Beach, Florida. This determination allows ICE to bypass competitive bidding procedures for this specialized equipment procurement.

The primary purpose of this Special Notice is to inform potential contractors and the public of ICE's intent to award a sole-source contract, though it explicitly states this is not a Request for Quote (RFQ). Interested parties have until September 10, 2025, to submit any questions or concerns to Contracting Officer Michelle Levine via email or phone. The notice emphasizes that the government retains full discretion over whether to ultimately compete this proposed contract, despite the current sole-source intention. No specific eligibility criteria are outlined for contractors since this is a sole-source procurement targeting Ensurity Mobile Corp. exclusively. The procurement represents ICE's effort to acquire specialized communication devices that apparently require the unique technical capabilities that only Ensurity Mobile Corp. can provide. Contractors seeking to challenge this sole-source determination must act quickly given the September 10th deadline for submitting concerns.
