Notice text
Notice of Intent for PR 20120957:
U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis, under authority of FAR 6.303-2 and FAR 13.501, to purchase government approved “Bug Bounty” Assessment services provided by Synack, Inc. (Synack) for the Cyber Security Directorate (CSD).
U.S. Customs and Border Protection (CBP), Office of Information and Technology (OIT), Cyber Security Directorate (CSD), Security and Technology Policy Branch (STP), is responsible for providing what is known as Bug Bounty Services (BBS) to CBP and the Department of Homeland Security (DHS). Bug Bounty will support securing IT systems under the Federal Information Security Modernization Act of 2014 (FISMA). A “bug bounty program” is a program under which an authorized computer security specialist or security researcher is given temporary access to IT systems for the purpose of identifying and reporting vulnerabilities.
The CSD conducted market research and results of the research showed that Synack was one of the authorized companies to provide Bug Bounty services.
The Government intends to solicit and negotiate directly with Synack. No solicitation package will be issued. This notice of intent is not a request for competitive proposal.
If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government.
All interested parties must express their capabilities in writing via email to john.d.marschall@cbp.dhs.gov. Verifications of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by July 6 at 4:00 PM EDT, an award will be made to Synack, Inc. The anticipated award date is July 9, 2021.
