The United States Department of Defense, Defense Counterintelligence and Security Agency (DCSA), Acquisition and Contracting Office intends to negotiate a firm-fixed-price purchase order, on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(i), Simplified Acquisition Procedures, with Caspia Technologies LLC. (Austin, TX) for the purchase Microelectronics Security Training. The Counterintelligence (CI) Directorate provides support to the DCSA by providing CI Functional Services to cleared companies in the Defense Industrial Base.


Research has found that only one (1) company can meet the requirements for microelectronics security training. Specifically microelectronics technologies such as Application Specific Integrated Circuits, Field-Programmable Gate Arrays, and Systems on Chips. Security training shall explain each phase of microelectronic technology lifecycles, aligned to course curriculum, to include design through integration and test for integrated circuit technologies such as Systems on Chips (SoCs), Application Specific Integrated Circuits (ASICs) and Field-Programmable Gate Arrays (FPGAs). The DCSA mission is codified in DoD policy and to enable our workforce to effectively meet these mission objectives, it is critical that our non-STEM (Science, Technology, Engineering, and Mathematics) workforce achieve the necessary level of technical expertise to effectively provide Security Oversight and Counterintelligence Functional Services. Caspia Technologies is uniquely positioned based on their microelectronics security expertise, crucial United States Government Research and Development (R&D) and Academic partnerships.

The North American Industry Classification System code for this acquisition is 541690, “Other Scientific and Technical Consulting Services”, with the size standard of $15,000,000.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. Eastern on September 22, 2021. Inquiries will only be accepted via email to Kiemisha.A.Sweetney.civ@mail.mil. No telephone requests will be honored.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
