This Special Notice announces a sole source contract award from the United States Air Force Test Center. The Test Center intends to award a sole source contract to Modern Technology Solutions, Inc. for B-2 chase aircraft support to provide escort for a B-2 aircraft flying from Whiteman Air Force Base to Edwards Air Force Base as the aircraft does not currently have a certified identification friend or foe system.

The sole source award is justified as Modern Technology Solutions, Inc. is the incumbent contractor and sole provider capable of fulfilling the specialized mission requirements. Questions regarding the notice must be submitted by January 19, 2023 to the identified contracting officer and specialist. Contractors must be registered in the System for Award Management to be eligible for the opportunity. The contract will provide generic chase support to ensure the successful escort of the B-2 aircraft and allow for continuity as the contractor is currently providing similar chase support services.

Synopsis:

 This is a Sole Source synopsis published for informational purposes only.

 The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Modern Technology Solutions, Inc. for the B-2 IFF Chase Aircraft Support requirement.

The contract will be executed by means of other than full and open competition, as Modern Technology Solutions, Inc. is the incumbent for similar requirements and has all required capabilities for generic chase support for a B-2 flying from Whiteman AFB to Edwards AFB without a FAA certified IFF (Identify Friend or Foe) system. The new IFF system must be certified by the FAA for utilization by the B-2 aircraft. This vendor is the sole provider capable of fulfilling these essential mission requirements.

The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in-

  1. Substantial duplication of cost to the Government that is not expected to be recovered through competition; or
  2. Unacceptable delays in fulfilling the agency's requirements.

It is recommended to obtain a solution to this requirement from Modern Technology Solutions, Inc. The Mission Partner’s requirements have determined the essential specifications and have been ensured that this source will be able to cover all possible application. It is essential to fulfill this requirement to ensure the successful escort of the B-2 (1087) back to Edwards AFB.  As a result of this market research, it is in the best interest of the government to move forward with a sole source acquisition to Modern Technology Solutions, Inc. in order to fulfill the needs of this requirement and to allow for continuity as this vendor is the incumbent contract holder for similar chase support requirements.
