About this opportunity

NOAA's Eastern Acquisition Division-Norfolk has published a Special Notice announcing its intent to negotiate a sole source procurement with Fondriest Environmental, Inc. of Fairborn, Ohio for NexSens CB-950 Data Buoy Components. The procurement is being conducted under FAR 13.106-1(b)(1) authority and is designated as a sole source acquisition because Fondriest Environmental is the only authorized reseller of NexSens products in the United States. The National Ocean Service's Center for Operational Oceanographic Products and Services (CO-OPS) requires these specific buoy components to support their oceanographic monitoring operations. The NexSens CB-950 buoys serve as standard systems for CO-OPS buoy applications including Physical Oceanographic Real-Time Systems (PORTS), current survey projects, emergency response deployments, and test and evaluation projects. These buoys are critical for recording oceanographic current information used in tide predictions and coastal modeling that supports both commercial shipping and recreational vessel operations.

The purpose of this procurement is to acquire spare parts and components to support existing CURBY data collection platforms within the CO-OPS network that utilize NexSens CB-950 buoys. Interested firms that believe they can fully meet the government's requirements have 15 days from the publication date (until July 17, 2025) to submit substantiating documentation in writing to the identified point of contact. The notice explicitly states that oral communications are not acceptable and that no solicitation package is available since this is not a request for competitive proposals. NOAA justifies the sole source approach by explaining that implementing different buoy systems would result in additional costs, delays for testing and training, compatibility issues with existing systems, and the need for extensive approval testing that requires significant time, money, and resources. The agency emphasizes that CO-OPS maintains standardized survey systems to ensure a robust, reliable, and cost-efficient network of coastal and Great Lakes observatories, and changing to alternative equipment would disrupt this established operational framework.

THESE TESTS USUALLY INCLUDE BENCH TESTING USING CONTROLLED CONDITIONS AND PHYSICAL MEASUREMENT, CONTROLLED ENVIRONMENTAL TESTING TO CHECK RELIABILITY UNDER DIFFERENT CONDITIONS, AND LONG-TERM COMPARISON TESTING WITH ACCEPTED EQUIPMENT AT MULTIPLE REAL-WORLD LOCATIONS. THESE TESTS AND THE ANALYSIS OF THE RESULTING DATA TAKE A LARGE AMOUNT OF TIME, MONEY, AND RESOURCES TO CONDUCT.

CO-OPS ENVIRONMENTAL MONITORING SYSTEMS ARE DESIGNED TO OPERATE WITH THE COMPONENTS IN THIS PURCHASE.  IMPLEMENTING DIFFERENT COMPONENTS WILL RESULT IN COMPATIBILITY ISSUES AND REQUIRE MODIFICATIONS TO THE EXISTING SYSTEMS TO ACCOMMODATE THE NEW COMPONENTS.

CURRENTLY CO-OPS FIELD PERSONAL AND CONTRACTORS ARE TRAINED IN THE USE AND MAINTENANCE OF THE EQUIPMENT IN THIS PURCHASE. ADDITIONAL COST WILL INCUR FROM HAVING TO TRAIN FIELD PERSONNEL AND CONTRACTORS ON THE USE AND MAINTENANCE OF NEW EQUIPMENT.
