About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), specifically the Acquisition & Grants Office's Eastern Acquisition Division and the National Ocean Service Center for Operational Oceanographic Products and Services (CO-OPS), has issued a Special Notice for a sole source procurement of NexSens CB-950 Data Buoy and Components from Fondriest Environmental, Inc. in Fairborn, OH. The procurement is being conducted under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and is based on Fondriest being the sole authorized reseller of NexSens products in the United States. The data buoys are critical for physical oceanographic real-time systems (PORTS), current survey projects, emergency response deployments, and test and evaluation projects. These buoys are used to record oceanographic current information essential for tide predictions and coastal modeling, serving commercial shipping and recreational vessel operators.

The primary objective of this Special Notice is to acquire spare parts and components to support CO-OPS' existing network of coastal and Great Lakes observatories using standardized NexSens CB-950 buoy systems. Contractors interested in potentially competing for this procurement must submit substantiating documentation in writing within 15 days of the notice's publication, demonstrating their ability to fully meet the government's requirements. The documentation will be evaluated to determine whether the procurement should be competitive, with the final decision solely at the government's discretion. Oral communications are not acceptable in response to this notice. The government emphasizes that implementing alternative buoy systems would result in significant additional costs, resources, and time for testing, training, and equipment compatibility. CO-OPS has already invested in training personnel, developing testing protocols, and establishing maintenance procedures specific to the NexSens equipment, making alternative solutions economically and operationally impractical.

THESE TESTS USUALLY INCLUDE BENCH TESTING USING CONTROLLED CONDITIONS AND PHYSICAL MEASUREMENT, CONTROLLED ENVIRONMENTAL TESTING TO CHECK RELIABILITY UNDER DIFFERENT CONDITIONS, AND LONG-TERM COMPARISON TESTING WITH ACCEPTED EQUIPMENT AT MULTIPLE REAL-WORLD LOCATIONS. THESE TESTS AND THE ANALYSIS OF THE RESULTING DATA TAKE A LARGE AMOUNT OF TIME, MONEY, AND RESOURCES TO CONDUCT.

CO-OPS ENVIRONMENTAL MONITORING SYSTEMS ARE DESIGNED TO OPERATE WITH THE COMPONENTS IN THIS PURCHASE.  IMPLEMENTING DIFFERENT COMPONENTS WILL RESULT IN COMPATIBILITY ISSUES AND REQUIRE MODIFICATIONS TO THE EXISTING SYSTEMS TO ACCOMMODATE THE NEW COMPONENTS.

CURRENTLY CO-OPS FIELD PERSONAL AND CONTRACTORS ARE TRAINED IN THE USE AND MAINTENANCE OF THE EQUIPMENT IN THIS PURCHASE. ADDITIONAL COST WILL INCUR FROM HAVING TO TRAIN FIELD PERSONNEL AND CONTRACTORS ON THE USE AND MAINTENANCE OF NEW EQUIPMENT.
