Added: Dec 22, 2010 4:17 pm Pre-solicitation Notice - 237110- This requirement is for the construction of deep-aquifer wells, the capping and abandonment of shallow wells, and installation of pumps in Newton County, MO. This action is necessary as sampling has shown that many of the wells in the area exceed health based standards for heavy metals. Many, although not all, of the wells are located in the Evergreen Park subdivision west of Granby, MO.

EPA anticipates this requirement being advertised as a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. It will be a performance based, fixed unit price hybrid contract that includes incentives.

The contractor shall be required to comply with all applicable federal, state and local laws and regulations. The activities will be conducted persuant to the Comprehensive Environmental Response Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Authorization Act (SARA), and the National Contingency Plan (NCP).

Estimated dollar value for this procurement is in the range of $1,500,000 to $3,000,000. The Invitation for Bid (IFB) is anticipated to be issued on or around January 20, 2011 and will be posted at www.epa.gov/oam/regions/index.htm .
