NOTICE OF INTENT TO AWARD SOLE SOURCE:
This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. In accordance with FAR 13.106(b)(1) , The purpose of this notice is to announce the government¿s intent to negotiate a sole source contract "Neuralog Software Maintenance and Services" with Nueralog Inc. , 4800 Sugar Grove Blvd, Suite 200, Houston, TX 77477, based on the offeror¿s demonstrated unique capability in accordance with FAR 6.302-1, only one responsible source.
The Neuralog Software Maintenance and Services requirements are unique to Neuralog Software because the vendor is the only contractor who has the technical capability to meet the requirement. The contractor, Neurolog Inc. holds proprietary rights to the Neuralog software and its annual maintenance, and is not offered through any resellers or distributors. This software is required by BOEM scientists and engineers for conducting technical analyses of geophysical well logs, in addition to other scientific tasks. The BOEM has utilized this software application for over five years in order to, among other functions, digitize and prepare geophysical well logs for conversion into .LAS format, which is required in order to use well logs with industry standard modeling and analytical software. The period of performance for this Purchase Order shall be from twelve months from date of award with three (2) twelve (12) month Option Periods.
The applicable NAICS Code is 511210. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a proposal which shall be considered by the agency if received by the Point of Contact (POC) listed below by close of business December 29, 2017 (reference Solicitation No. 140M0118Q0010). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
