Added: May 23, 2008 2:05 pm The Northern Region Contracting Center (NRCC) at Fort Eustis, Virginia intends to solicit and award a contract in support of the U.S. Army Signal Center Experimentation Division (EXP) at Fort Gordon, Georgia. The action will support the Future Force Experimentation communications for all TRADOC battle laboratories and proponents. The solicitation and associated award will provide engineering and analytical support to future force, wireless and satellite communications experiments, evaluations, assessments and fieldings. This effort will support the TRADOC Concept Development Path to assist in developing a concepts-based, coherently joint, future Modular Force and will include performing advanced satellite engineering support to include configuration and troubleshooting of FDMA and TDMA satellite communications assets to properly terminate the RF portion of the network; configure routing, switching, and voice components of the baseband architecture within the NSC-T. The contractor will shall process a comprehensive knowledge of technical assessment and experimentation procedures for various wireless technologies. Contractor responsibilities will include providing of written documents and supporting network design considerations utilizing emerging commercial-off-the-shelf (COTS) wireless technologies and associated devices support of intrusion detection/prevention software and other devices and how they can be configured and operated independently or as an integrated system IAW DoD, Army and Fort Gordon regulations and Information Assurance policies. Potential contractors must be International Standards Organization 9000 (ISO 9000) Quality Control and Software Engineering Institute Capability Maturity Model (SEI CMM) Level III certified; demonstrate extensive knowledge and experience supporting a wide range of distributed simulation networks; demonstrate a strong theoretical engineering background and hands-on configuration skills; demonstrate a strong experienced tactical signal analytical technical labor to support the Army Concept and Capability Development Plan (AC2DP), Army Concept Development Experimentation Plan (ACDEP), Signal Corp based Concept Capability Plans (CCP), DoD-wide Community of Practice (CoP) and future Modular Force. Responsibilities will include Information Assurance and Information Security (IA/IS) technical support; IA/IS computer science services. Certifications in accordance with procedures outlined in the directive Interim Department of Defense (DoD) Certification and Accreditation (C&A) Process (DIACAP) Guidance dated July 6, 2006, DoD 5200.40 DoD Information Technology Security Certification and Accreditation Process, DoDI 8570.01-M Information Assurance Workforce Improvement Program and in AR 25-2 Information Assurance., and the Army Best Business Practices shall be required. The action will be issued as an UNRESTRICTED, negotiated RFP. (FYI: the designated NAICS Code is 517919 (size standard of $23 million).) The NRCC anticipates the award of a Cost Plus Fixed Fee type contract. The solicitation will be issued on or about 10 June 2008 and closing on or about 14 July 2008.
