About this opportunity
The NATO Communications and Information Agency (NCIA) has published a Special Notice through the Department of Commerce Bureau of Industry and Security seeking a Request for Information (RFI) for replacing the current GSM Relay system at NATO Headquarters in Belgium. The RFI aims to identify modern, state-of-the-art communication solutions to upgrade the existing telecommunications infrastructure. This opportunity is specifically targeting potential solutions that can provide comprehensive indoor GSM coverage and support NATO's communication needs. The RFI is identified with the reference number RFI-CO-424236-ANWI and was posted on February 20, 2025, with responses due by March 6, 2025, at 12:00 Brussels time. The document is classified as a Special Notice and falls under the Relay and Industrial Control Manufacturing NAICS category.
Contractors interested in participating must first submit a signed Non-Disclosure Undertaking (NDU) to receive additional technical details and the questionnaire. The RFI presents two potential service delivery scenarios: NATO Owned-Contractor Operated (NOCO) and Contractor Owned-Contractor Operated (COCO), with a preference for the COCO option. Eligible suppliers must be from NATO member nations and capable of providing 100% indoor GSM coverage throughout the NATO HQ building. The solution must support NATO's official mobile phone provider and major mobile providers from NATO countries while ensuring compatibility with NATO security directives. The proposed contract has a minimum duration of five years, with implementation required by December 2025. Interested parties should contact Senior Contracting Assistant Mihaela Zoicas at CO-424236-ANWI@ncia.nato.int for further information and to initiate the NDU process.
