The United States Coast Guard (USCG) awarded a competitive Indefinite Delivery Indefinite Quantity (IDIQ) contract in 2002 to Integrated Coast Guard System (ICGS), a joint venture between then Northrop Grumman Ship Systems (now Northrop Grumman Ship Building (NGSB) and Lockheed Martine Corporation, to serve as the Deepwater Systems Integrator for recapitalization of USCG assets. Three (3) National Security Cutters (NSCs) and the Long Lead Time Material (LLTM) for the fourth ship were procured under the subject IDIQ contract. The USCG intends to award a sole source, Fixed Price Incentive Fee contract in accordance with FAR Part 15 to NGSB for the fourth (4th) NSC (with optional support CLINs, such as spare shipboard spares and outfitting); the option for the Long Lead Time Material (LLTM) and the Production and Delivery of the fifth (5th) NSC (with optional support CLINs, such as shipboard spares and outfitting); and the option for LLTM for the sixth (6th) ship. The follow on ships are to be of the same dimensions, configuration and operational capability as the first three (3) NSCs. The NSC(s) are to be delivered within 38 months at the point of origin. The proposed contract is to be for a period of five (5) years and to be awarded on or about March 2010. The intended sole source award to NGSB, 1000 Access Road, Pascagoula, MS 39567, NAISC Code: 336611 – Naval Shipbuilding, Classification Code 3731, Naval Shipbuilding, is under the authority of FAR 6.302-1(2)(iii)(A) and (B), based on the substantial duplication of cost to the Government that is not expected to be recovered through competition, as well as an unacceptable delay in fulfilling the agency’s requirements. Award to any other source would result in a negative operational impact to the USCG. All responsible sources may submit a capability statement, proposal or quotation which will be considered by the agency. The solicitation will not be released through GPE.
