Added: Aug 01, 2014 1:59 pm Modified: Apr 14, 2015 3:55 pmTrack Changes NASAs Glenn Research Center in Cleveland, Ohio has awarded a contract to Aerojet Rocketdyne, Inc of Redmond, Washington to design, fabricate and test two NASAs Evolutionary Xenon Thruster-Commercial (NEXT-C) thrusters and two power processing units for flight that will be available for use on one of the agencys Discovery missions or other future mission.

The total value of the cost share contract is $18,410,242. The period of performance is five years from the date of the award.

In addition to the two flight units, Aerojet Rocketdyne, and their major subcontractor ZIN Technologies, Inc. of Middleburg Heights, Ohio, will design, fabricate and test a prototype power processing unit to demonstrate technology and design maturity before proceeding to the production of the flight units. Work will be performed primarily at the contractor teams facilities in Washington and Ohio.

The NEXT-C technology is an evolution of NSTAR ion propulsion technology developed by Glenn and employed by NASAs Jet Propulsion Laboratory to propel the Dawn spacecraft to its current orbit around the dwarf planet Ceres. This contract will complete the transfer of key Glenn-developed NEXT-C technologies to industry for commercial availability.

The NEXT-C project is being led by Glenn under the Discovery Program managed by NASAs Science Mission Directorate in Washington, D.C.

Added: Aug 01, 2014 1:59 pm NASA/GRC plans to issue a Request for Proposal (RFP) for the NASAs Evolutionary Xenon Thruster - Commercial (NEXT-C) Acquisition.

The Government does not intend to acquire a commercial item using FAR Part 12.

NAICS Code and Size Standard are 541712 and 1,000, respectively.

All responsible sources may submit an offer which shall be considered by the agency.

The Draft RFP is attached. The anticipated release date of the Final RFP is on or about 09/04/2014 with an anticipated offer due date of on or about 10/14/2014. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html .

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities home page is http://procurement.na sa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin= .

Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

The Government asks that all interested parties review the enclosed documents and provide comments and suggestions no later than 4:30 PM on 08/22/2014. Comments and suggestions on the DRFP will be considered by the Government for the final RFP. Specifically, the Government is requesting comments and suggestions on any areas of the DRFP that are believed to add unnecessarily burdensome costs and/or requirements.

All questions are due no later 4:30 PM on 08/18/2014. Questions will be answered with Q&As posted in intervals throughout the DRFP review process.
