About this opportunity

The National Aeronautics and Space Administration Kennedy Space Center requires 330 linear yards of chlorobutyl rubber coated Nomex fabric to produce Self-Contained Atmospheric Protective Ensemble suits worn when handling oxidizers and hypergolic propellants. The fabric must meet specifications for gauge, width, color, and military standards. Interested parties may submit capabilities by August 12, 2020 to potentially make this a competitive procurement, but NASA/KSC intends to issue a sole source contract to Trelleborg Coated Systems US, Inc. under the authority of FAR 6.302-1 as the only responsible source able to satisfy agency requirements.

There is no set-aside designation. Trelleborg Coated Systems US, Inc. is the potential incumbent as the fabric was specifically designed and tested for the suits over 35 years. The quantity required is 330 linear yards to produce SCAPE suits, also known as Propellant Handler's Ensembles, which minimize risk from liquid and vapor exposure in hazardous environments for necessary operations involving oxidizers and hypergolic propellants.

Notice text

NASA/ Kennedy Space Center (KSC) has a requirement for the procurement of Self-Contained Atmospheric Protective Ensemble (SCAPE) fabric.  This fabric is used to makeSCAPE suits, which are also referred to as Propellant Handler’s Ensembles (PHE).  The SCAPE suit is a garment which is worn to protect personnel engaged in the handling of oxidizers and hypergolic propellants. The suit is designed to minimize the risk involved when performing necessary functions in a potentially hazardous environment both by liquid contact and vapor penetration.  The suit material is a chlorobutyl rubber coated "Nomex" aramid fabric.  NASA/KSC requires 330 linear yards of the Chlorobutyl/Nomex material and it must meet the following requirements:

Part Number: YX1003ZOC019 (Chlorobutyl/Nomex)

Characteristics:
Gauge: .019”
Width:  39”
Color:  White/Gray
Containing no TRIS properties
Conforming to MIL-C-38-149A
Quantity:  330 linear yards

NASA/KSC intends to issue a sole source contract to acquire the items from Trelleborg Coated Systems US, Inc., under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jennifer Forhy, jennifer.d.forhy@nasa.gov no later than 2:00pm Eastern Daylight Time on August 12, 2020.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.  A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

NASA Clause 1852.215-84, Ombudsman, is applicable.  The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
