The Naval Air Warfare Center Training Systems Division (NAWCTSD) is issuing this special notice of intent to execute a single source award under FAR Part 13 â€" Simplified Acquisition Procedures (SAP) as prescribed in FAR 13.106-1(b)(1)(i) with Veraxx Engineering Corporation, 14130 Sullyfield Circle Ste B Chantilly, VA 20151-1611.
The Governments requirement is for upgraded MV-22 Block C training device software that supports Restricted Visibility Landing (RVL) aircraft flight profiles. RVL will result in critical safety training and help training pilots and reduce the number of hard landings and casualties. This software facilitates safety related improvements between the Block C training products and aircraft configuration.
The contractor will provide revised data collection and display instances within the Block C software. The contractor will design, code, and perform individual unit tests on a single Flight Training Device. The revised software will be compatible with 1553 and discrete Interface Control Documents (ICDs) that match the Block C design basis aircraft. The contractor shall deliver native software, required reports and update existing design documents.
This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice.
Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
