Added: Sep 16, 2008 8:38 am NASA/LaRC has a requirement for a MTS Flextest 40 Controller, 1 each.NASA/LaRC intends to purchase the items from MTS Systems Corporation as they are the onlycommercial source able to provide test frame controllers that are fully compatible withexisting MTS Flex Test SE controllers. Full compatibility with existing MTS Flex Testsystems is required to allow flexibility for additional/future testing requirements wherecontrollers will be linked together during operation of multi-actuator structural testsystems. It would take substantial duplication of time and money for another company tooffer a similar product that would meet this requirement. In addition, switching to adifferent system would result in the loss of valuable time and funds to train personnelin the operation of the system.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 09/18/2008. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
