The contractor must obtain required technical expertise, engineering data, and OEM parts from Airbus Defence and Space SAU (CAGE 0117B). Any vendor except the OEM or Production Approval Holder must be FAA 145 certified and perform at least 50% of work at an FAA-certified facility. The contractor shall comply with latest OEM Component Maintenance Manuals and provide Certificate of Conformance per FAR 52.246-15. Components must be accompanied by FAA Form 8130-3 or EASA Form-1 airworthiness documentation. Delivery is required 90 days after receipt of order F.O.B. destination to the USCG Aviation Logistics Center. The NAICS code is 488190, Other Support Activities for Air Transportation; PSC is J016. Awards will be made to the lowest priced, technically acceptable offeror representing best value. Offers must remain firm for 60 calendar days. Service Contract Act wage determination WD 2015-5613 Revision 32 applies, with rates established for Los Angeles County, California, effective March 30, 2026.

This is a solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QL0000125 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).
The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is a restricted solicitation. All responsible sources may submit a quotation which shall be considered by the agency.
It is anticipated that a firm-fixed price purchase order shall be awarded on a sole source basis to E.D.N. Aviation Inc. (CAGE Code: 1PT53) as a result of this solicitation for the following items:

The contractor shall furnish a Certificate of Conformance (COC) IAW FAR clause 52.246-15. The COC must be submitted in the format specified in the clause.
