About this opportunity

The Department of the Navy Naval Sea Systems Command (NAVSEA) is seeking to procure 30 units each of Mitutoyo 0-6 Depth Micrometers (Part #329-350-30) and 0-1 Quantum Micrometers (Part #293-180-40) through a combined synopsis/solicitation. This is an all-or-none procurement for commercial items, with proposals due by February 11, 2025. Offerors must be Original Equipment Manufacturer (OEM), authorized dealer, distributor, or reseller of Mitutoyo products and must provide proof of authorization at the time of offer submission. The evaluation will be conducted on a Lowest Price Technically Acceptable (LPTA) basis, with the government awarding to the most advantageous responsible offeror that meets all solicitation requirements. Quotes must be submitted electronically in PDF or MS Word format, and offerors must be registered in the System for Award Management (SAM) without exclusions.

The solicitation does not have a specific set-aside designation and is open to all responsible sources. The items will be delivered within 30 days after contract award to the Marine Corps Air Station Calibration Standards Ready Issue Activity in Beaufort, SC, with the place of performance located in Norco, CA 92860. The procurement supports calibration of existing test and measurement diagnostic equipment, covering one Instrument Calibration Procedure and an additional 362 ICPs. Only new items directly from the OEM will be accepted, with no secondary market, used, or gray market products permitted. Items costing $5,000 or more will require Item Unique Identification (IUID) tags. Quotes must remain valid for a minimum of 30 days, and the government will issue a single purchase order to the most advantageous offeror.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. The provisions at 52.212-1, 52.212-3 and the clauses at 52.212-4, 52.212-5 apply to this acquisition; no addenda are attached.

This is an all-or-none requirement and partial quotes will be deemed unresponsive and will not be evaluated. The Government will award on a single purchase order to the responsible Offeror whose offer conforms to the requirements as stated in the Solicitation and is most advantageous to the Government based on the criteria listed in section L and section M of the Solicitation.

Offerors must be registered in SAM and all responsible sources may submit a quotation which, if timely received, will be considered by the Agency. Quotes are due no later than the response date in the posting. Responses/offers shall be submitted electronically, PDF or MS Word Format to the email address in the posting.
