The Department of the Navy, Naval Air Warfare Center Aircraft Division, Integrated Communications and Information Systems (ICIS) Division, Mission Systems Engineering Branch (Code 4.5.10.3) has a requirement to provide support services and supplies to the Mission Systems Engineering Brach for the integration and engineering support essential to meet requirements for development, integration and procurement support of mission systems integration for airborne and shipboard platforms. The contractor shall be able to provide a full range of these services to include rapid design, development, customization, manufacturing, fabrication, procurement, integration, test and evaluation, installation, certification, maintenance and upgrade, logistic cycle support of new and/or existing shipboard and airborne mission systems. Mission Systems will include shipboard and airborne sensor to platform and sensor-to-sensor systems. Receipt, inspection, production, integrations and testing of the equipment will normally take place at NAWCAD Patuxent River, Webster Field Annex, and St. Inigoes, MD but may occur at the contractor's facility or other Governmental facilities. The contract type is anticipated to be a Cost Plus Fixed Fee (CPFF) contract with a base year and one option year estimated at 214,000 man hours for the entire contract. The NAICS code is 541330. The contract will be subject to the Services Contract Act. This procurement action will be processed under full and open competition. Basis for award of the resultant contract will be the best value to the Government, cost and non-cost factors considered. All potential offers must either have or be able to obtain a TOP SECRET facility Clearance. It is the Government's intention to release solicitation N00421-08-R-0097, including any subsequent amendments, via the internet in Microsoft Word Format with attachments to be provided in Microsoft Word, Microsoft Excel, PowerPoint or Portable Document Format (PDF). The solicitation and related documents will be made available on the NAVAIR Home Page (http://www.navair.navy.mil) at a later date. In interest of Acquisition Streamlining, interested parties shall submit requests to this solicitation via email to patricia.rivenbark@navy.mil by 10 December 2008. All requests should include the company name and address; Point of Contact (POC) name, phone number, fax number and email address; and company business size. Telephone requests for the solicitation will be neither be accepted nor returned. Offerors responding to this announcement will be notified via email when the solicitation is released.
