About this opportunity
This solicitation seeks proposals for military manpower policy integration research and analysis services. The United States Marine Corps requires a contractor to track officer and enlisted personnel from initial training through assignment of primary military occupational specialties using various information systems. The contractor must provide high-level process management support, program oversight, and consistent monitoring of career progression metrics and reporting requirements to the Department of Defense and Congress. Proposals are due by July 29, 2020 and the agency will award a firm-fixed price contract for a one-year base period of performance plus four one-year options.
The set-aside is for service-disabled veteran-owned small businesses. The predominate NAICS code is 541712 and PSC code R425. The work involves tracking recruitment, training, assignment, discipline, and readiness data from September 2020 through September 2025 with a place of performance in Quantico, Virginia. Offerors must complete the pricing template attachment with fixed prices for all contract line items covering the base year and four option periods.
Notice text
The focus of this requirement is “Street-to-Fleet” tracking consistent with Marine Corps personnel talent management objectives. This encompasses tracking and analysis of officer and enlisted initial accession training processes from initial accession through indoctrination training/school completion and PMOS awarding, using various manpower management information systems, software tools, concepts, and methodologies. This enterprise focus will require linkages not only within the established training processes but across the myriad processes within the USMC personnel pipelines.
The Contractor will provide high-level process management support to M&RA Senior Leadership while providing a consistent program oversight and interpretation of established metrics/measurements. The foundation for a lasting integration effort within the Marine Corps is a disciplined approached and systematic management of the process that delivers qualified Marines who are able to compete equally with peers by actively monitoring career progression milestones, promotion rates, and re-enlistment opportunities within their PMOS.
Despite the scale of disassociated functions and tasks required to be monitored and to properly track Marine Corps integration efforts which facilitate reporting requirements to DOD and Congress, the Contractor will reinforce tracking metrics required to be monitored with subordinate and adjacent staffs that include: MCRC, TECOM, CD&I, I&L, PP&O, Programs & Resources (P&R), and Marine Forces (MARFORs).
