About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) through its Acquisition & Grants Office Western Acquisition Division-Boulder has published a Special Notice regarding their intent to negotiate a sole source contract for Microcystin Analysis services. The contracting agency is NOAA's Great Lakes Environmental Research Laboratory (GLERL), which falls under the Department of Commerce's Oceanic and Atmospheric Research division. The intended contractor is BSA Environmental Services, Inc., located in Beachwood, Ohio, with the work to be performed in Detroit, Michigan. The contract period of performance is scheduled from October 1, 2025, through September 30, 2026. This procurement falls under NAICS code 541990 for professional, scientific, and technical services and PSC code B529 for special studies and scientific data analysis.

The purpose of this Special Notice is to inform potential contractors of NOAA's intent to award a sole source contract based on the determination that BSA Environmental Services, Inc. is the only vendor capable of performing the required Microcystin Analysis. The justification centers on BSA's exclusive possession of necessary standards, equipment, and resources, along with their established 15-year collaborative relationship with NOAA and proven ability to achieve critical reproducibility standards using 5 or 10 ppt standards with 7 replicates. The requirement for on-site oversight rather than remote reporting further supports the sole source determination. Interested firms that believe they can fully meet the government's requirements have 15 days from the July 9, 2025 publication date to submit substantiating documentation in writing to challenge the sole source approach. The government retains full discretion to determine whether competitive procurement will be conducted based on any responses received, and oral communications are not acceptable responses to this notice.

Notice text

***The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with BSA Environmental Services, Inc located in Beachwood, Ohio for Microcystin Analysis to be performed in Detroit, Michigan.

***The sole source determination is based on NOAA’s requirement that BSA Environmental Services, Inc is the only vendor that analyzes this Microcystin Analysis. BSA Environmental Services, Inc, is the only known vendor with all of the standards to run this Microcystin Analysis. Other facilities do not have the resources nor the equipment to process this analysis.  Outsourcing would not be practical as on-site oversight of the work is required, vs. just receiving reports. BSA Environmental Services, Inc is the only known source that is known to have the expertise and equipment, resources, and abilities to perform this work as outlined above.  Based on past performance, the vendor was able to get reproducibility using 5 or 10 ppt standard and doing 7 replicates. This is critical to the ongoing collaboration support we receive from BSA Environmental Services, Inc, in addition to the program described above. Their program has been a key collaboration with us that has been developed over the last 15+ years. Vendor has confirmed they are the sole source for this requirement.

Period of Performance: 10/01/2025 through 09/30/2026

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
