About this opportunity
The Department of the Army Medical Command has issued a Special Notice for a sole-source, bridge contract for Microbial Testing Supplies. The contract is necessary to provide continuous service while the follow-on contract is properly solicited and awarded.
The purpose of this Special Notice is to notify contractors that the government intends to award a bridge contract to the incumbent contractor, Biomerieux Inc., to ensure uninterrupted service. The bridge contract will have a period of performance from October 1, 2024 to September 30, 2025 with a total value of $213,334.67. This action is justified under FAR 13.106-1(b)(1) due to the incumbent's proprietary equipment which requires a lengthy process to obtain Authority to Operate on the Defense Health Agency's network. The government conducted market research but found no other contractors that can meet the requirement without an unacceptable break in service.
Notice text
The government intends to award a sole-source, bridge contract to current contract W81K0020P0036 which expires 30 September 2024, so that the follow-on contract can be properly solicited and awarded. This action became necessary when, during market research, confusion arose about the availability of these supplies through a mandatory source, DLA Troop Support, and caused an extensive delay in determining that, even though all required reagents are listed at that agency's website (thus prohibiting local contracting for these supplies), the reagents are not available and that in fact a local contract is necessary. See attached limited-source justification for further details.
