About this opportunity

The US Coast Guard Aviation Logistics Center is procuring MH-65 Assembly Flange components (NSN 6115-01-HS2-9930, Part Number P048734) through solicitation number 70Z03825QB0000135. This combined synopsis/solicitation for commercial items requires all parts to have clear traceability to the Original Equipment Manufacturer, Safran Electrical & Power Chatou SAS (Cage Code F0296), with complete documented paper trails from OEM-approved sources. The procurement emphasizes technical acceptability and requires offerors to provide certificates of conformance while adhering to strict quality assurance requirements for aircraft components. Technical evaluation will be based on the ability to provide exact part numbers listed in the requirements schedule, with award made to the lowest-priced technically acceptable offeror. Quotations are due by August 18, 2025, just five days after the posting date of August 13, 2025.

This is an unrestricted procurement with no set-aside designation, making it open to all responsible sources under NAICS code 336413 with a small business size standard of 1,250 employees. The initial requirement calls for 2-3 units with a potential delivery date of August 10, 2026, though the government has included an option clause (FAR 52.217-6) allowing them to increase the quantity by up to three additional units for a maximum total of five units within one calendar year after purchase order award. The Coast Guard anticipates awarding a firm-fixed price purchase order on a competitive basis, with all items to be delivered to the USCG Aviation Logistics Center in Elizabeth City, North Carolina. No incumbent contractors or specific budget ranges are identified in the solicitation documents, and the procurement incorporates provisions for various socio-economic program representations including small business and veteran-owned business concerns.
