About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 2 units of a specialized measuring instrument classified under NSN 7H-6625-017025024 (METER, SPECIAL SCALE). This procurement falls under the electrical and electronic properties measuring and testing instruments category and is intended as a sole source acquisition under FAR 6.302-1 authority, meaning the government plans to negotiate with only one supplier. The government has determined it does not own the technical data rights needed to competitively source this item and that acquiring such rights or reverse engineering would be uneconomical. Interested parties have until July 25, 2025, to submit responses, with proposals received within 45 days of the notice publication date being considered by the government. Companies may also identify their capability to provide commercial alternatives within 15 days of the notice publication. The procurement will include delivery terms of FOB Origin and may be subject to Buy American Act and Trade Agreement provisions.

This opportunity does not include any set-aside designations and will be available to all responsible sources who can demonstrate their interest and capability to fulfill the requirement. No incumbent contractors or potential suppliers are specifically named in the notice. The procurement covers a quantity of 2 units with delivery FOB Origin, though no specific contract value or budget range is disclosed in the pre-solicitation notice. The government notes that technical data packages, patterns, drawings, and other specialized documentation are not available through standard military specification repositories, reinforcing the sole source nature of this procurement. The timeline allows for a 16-day response period from the July 9, 2025 posting date to the July 25, 2025 due date for initial responses.
