DLA Troop Support is issuing a solicitation for Tailored Logistics Support Prime Vendor (TLS PV) support for Metals supplies in the West Region of the United States. This procurement will be solicited unrestricted. The West Region includes Arizona, California, Idaho, Montana, Nevada, Oregon, Utah, Washington and Wyoming. It will also support requirements in the Alaska and Hawaii region. A single TLS PV Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be awarded for this region. The resultant contract will each have a five-year base/term for each zone. This procurement will entail Customer Direct Deliveries to locations throughout the West Region. There are existing regular customers in the West Region at this time. The acquisition is estimated at $9 million per year with a total contract maximum value of $90 million.

DLA is re-synopsizing this solicitation and re-issuing the solicitation under SPM8E5-14-R-007 due to errors in the original synopsis and solicitation posting. These errors prevented DLA from fully complying with its responsibilities under CICA. Under the original synopsis and solicitation posting, the classification code and the NAICS code were incorrect and the original title was misstated. There is no change in the solicitation previously posted.

The scope of this acquisition includes, but is not limited to: aluminum, stainless steel, carbon steel, copper, brass, titanium, nickel and nickel alloys; and other industrial metals in various forms, such as: wire, plate, sheet, strip, bar, angle, extrusions, pipe, tube, valves, fittings, and any other shape required by the ordering activities. The items required under this contract are not fixed to a discrete group of NSNs. Rather, requirements may change and expand or contract due to the needs of our customers. Therefore, the Government reserves the right to add or delete items as deemed necessary by the Contracting Officer.

Proposals will be evaluated using Lowest Price Technically Acceptable Source Selection procedures with the non-price factors being equally important to price factors. Pricing will be based on firm-fixed Acquisition Ceiling Prices for a Price Evaluation List of 121 items for three pricing periods, firm-fixed Distribution Prices for one pricing period, a total acquisition price for an incidental service based on a scenario. If discussions are conducted, the Government may utilize Reverse Auction procedures. The Government intends to make a single award for the region.

Offerors are advised that the Trade Agreements Act, Preference for Certain Domestic Commodities/Berry, and Restriction on Acquisition of Carbon, Alloy, and Armor Steel Plate apply to this solicitation. Additionally, there are other procurement restrictions set forth in the solicitation that may apply to certain specific products.

The solicitation will be posted on Federal Business Opportunities (FedBizOpps), https://www.fbo.gov/. All responsible sources may submit a proposal(s) which shall be considered by DLA Troop Support. Anticipated issue date is 09/10/2014 and anticipated closing date is 09/17/2014.
