NASA/JSC has a requirement for a one (1) year membership in the National Science Foundation (NSF) Industry/University Cooperative Research Center (I/UCRC) Center for Highly-Reconfigurable Computing (CHREC). CHREC is a national research center and consortium with thirty (30) leading organizations focused on high performance and reconfigurable computing field that allows academia, industry, and government to collaborate on research and development of new technology for a broad range of missions from satellite and supercomputers.
NASA/JSC intends to purchase the item from The University of Florida (U of F). U of F is the leading university at CHREC, therefore, holds the exclusive licensing agreement.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Carlos Roman at carlos.roman@nasa.gov not later than 4:30 p.m. local time on December 14, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
