DLA Troop Support is awarding a new follow-on contract #SPM2D0-13-D-0008. This Indefinite Delivery-Indefinite Quantity (IDIQ) fixed price with Economic Price Adjustment (EPA) clauses type contract is for various Medical/Surgical products in support of the Corporate Exigency Contract (CEC) Program. This contract is for a 14 month base period with nine (9) option periods for a total duration of 10 years.
Using the CEC vehicle, DLA Troop Support partners with industry to provide guaranteed access to inventory to ensure materiel availability, to provide Medical/Surgical surge, re-supply, and sustainment material to Department of Defense force during current and future military contingency operations as well as humanitarian and emergency relief efforts. Sales are not guaranteed under the CEC Program; readiness and materiel availability is the goal under this program.

Added: Jul 03, 2012 11:17 am The DLA Troop support, Medical Supplier Operation Directorate, Readiness Support Division is soliciting vendors to participate in a Corporate Exigency Contract (CEC) program. DLA Troop Support establishes partnerships between the Department of Defense (DoD) and industry manufacturers and or distributors to ensure that the industrial base is prepared to respond to the Military Services increased demand for items designated as critical during times of mobilization, war, contingency and military or other operations, to include humanitarian, emergency or urgent relief efforts. The resultant contract(s) will purchase access to veterinary and medical/surgical material inventory. The vendor(s) would be responsible for ensuring the availability, inventory control and rotation of stock for those product line items and associated quantities listed on Attachment 1 for which a contract is awarded. The solicitation will result in an Indefinite-Delivery, Indefinite Quantity (IDIQ), Fixed-Price contract with Economic Price Adjustment (EPA) clause. The contract term consists of one (1) base year, with the option to extend the contract for each of nine (9), one-year option periods. The Government is using FAR Part 12 for this solicitation. The Government reserves the right to make an award for all product line items and/or all the solicited quantity for each product line item. The Government will make award(s) to offeror(s) who present a technically acceptable proposal and whose business proposal(s) is determined to be the most advantageous to the Government in accordance with the requirements as outlined in the SOW. All product priced under this contract(s) shall be priced at Federal Supply Schedule (FSS), Distribution and Pricing Agreement (DAPA), Electronic Catalog (ECAT), Blanket Purchase Agreement Federal Supply Schedule (BPA FSS) or Restricted Readiness DAPA. A copy of this solicitation will be available via the Business Systems Modernization DLA Internet Bid Board System site at https://www.dibbs.bsm.dla.mil on or around JULY 20, 2012. From the DIBBS homepage select Request for Proposal (RFP) under the Solicitations heading. In the Search Categories click in the Solicitation Number and type the RFP you wish to download and click the submit button. RFPs are in portable document format (PDF). This STANDING solicitation will remain in effect for five (5) years from the solicitation issuance date unless replaced by an updated solicitation or rescinded. The Government will retrieve proposal(s) received by the Business Opportunities Office (BOO) on a weekly basis, specifically on every Friday, beginning 15 days from the issuance date and continue up to and including the closing date for the standing solicitation.
