Contractor shall collect, remove, treat and or dispose of all regulated medical waste generated by the medical treatment facility in accordance with the United States EPA Guide for Infectious Waste Management, #EPA/530-SW-85-014; NJAC 7:26-3A.1 through NJAC 7:26-3A.48; Report of H.R. 3515 Medical Waste Tracking Act of 1998:  Information Collection Request Number 801 "Requirements for Generators, Transporters, and Waste Management Facilities under RCA Hazardous Waste Manifest System" and any other applicable federal, state, county laws, regulations and guidelines.  Contractors shall also comply with The Department of Environmental Protection (NJDEP) requirement, which states that ALL solid, medical and hazardous waste transporters must be registered with the Department prior to transporting or disposing of waste in New Jersey.  N.J.S.A. 13:1E-1 et. seq., N.J.A.C. 7:26-3.2 and N.J.A.C. 7:26G-7.  Companies hauling waste generated by another person are required to obtain a license (commonly referred to as an "A-901 License").  You must file a Disclosure Statement, obtain a Certificate of Public Convenience and Necessity (CPCN), and file a registration statement with NJDEP and apply for decals.  This is a commercial acquisition.  This solicitation is a Request For Proposals and issued as 100% total small business set aside under Standard Industrial Classification (SIC) code 4953, NAICS Code 562219 and the related Small Business Size Standard is $35.5 million.  This is a 1 year base plus four one-year option periods contract. The proposed base year's performance period is 1 April 2013 through 31 March 2014.  The solicitation and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular.  The solicitation will be issued electronically on the Federal Business Opportunities web page; (http://www.fedbizopps.gov/).  The solicitation can be accessed by USAF offices, Air Mobility Command, McGuire AFB, 87 CONS.  Paper copies will not be made available.  All prospective offerors must obtain a DUNS number and be registered in the System of Award Management (SAM) website (http://www.sam.gov) in order to conduct business with the government.  All prospective offerors also must have valid Representations and Certifications, which is also updated via the SAM database.  All prospective offerors must obtain a Commercial and Government Entity Code (CAGE code). The solicitation will be posted on or about 25 March 2013.  Responses are due via email no later than 8 April 2013 at 1:00 p.m.  Once the solicitation is posted, it is incumbent upon interested contractors to monitor the Fed Biz Opps web page frequently for updates/amendments to the solicitation.
