Pursuant to Federal Acquisition Regulation (FAR) subpart 13.106-1(b), Soliciting from a single source the U.S. Nuclear Regulatory Commission (NRC), Office of Administration (ADM), intends to issue a sole source purchase order to Media Sonar Technologies, Incorporated, 345 Horton Street East, London, Ontario, Canada N6B 1L6 under the authority of Federal Acquisition Regulation subpart 13.106-1(b)(1)(i).
The NRC proposes to enter into a sole source arrangement with Media Sonar Technologies for access to its online investigation software. The objective of this procurement is to better collect, analyze, and monitor information in support of SMOB’s safety and security objectives and IL-TAB’s Counterintelligence program. The NRC needs an online research, terrorism tracking and open-source intelligence application that provides SMOB and IL-TAB unique access to near real-time intelligence and terrorism assessments for several regions around the world in order to comply with established counter-intelligence practices of assessing regional security prior to the travel of Presidential Appointees, Senior Leadership and NRC employees. This service will also be used to aid in the identification and countering of hostile foreign intelligence agencies. The software would provide the Security Management and Operations Branch (SMOB) with unique access to over 80,000 open-source data fields across all components of the open web to quickly detect and investigate threats and safely gather digital intelligence.
The Period of Performance shall be a Base Period from April 17, 2023 through April 16, 2024 and two one-year Option Periods. The total estimated value of this purchase order is approximately $81,000, inclusive of the Base and all Option Periods. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541519 “Other Computer Related Services”.
The Government intends to solicit and negotiate directly with the Media Sonar Technologies, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirements, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirements. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
