*** National Oceanic & Atmospheric Administration's (NOAA's) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the University of Wisconsin System Space and Science Engineering Center (SSEC) for the yearly license of their sole proprietary property of the Man Computer Interactive Data Access Software (McIDAS).
***The sole source determination is based on the NOAA's National Weather Service (NWS) Pacific Region's need for McIDAS' software license for a Base Year plus Four Option Year Periods.
The University of Wisconsin-Madison SSEC is the only provider of the McIDAS software used to capture satellite imagery. The renewal of the licenses must be completed by 1/1/2018 in order for the Pacific Region offices to be able to continue to use the satellite data. Without the data, the weather forecast offices will not be able to make the necessary forecast and warnings that could impact its mission of protecting life and property.
According to McIDAS' Software Distribution Policy:
"SSEC is the developer of McIDAS and is the sole distributor of the software. SSEC only gives McIDAS software support to those that have purchased a McIDAS Users' Group (MUG) membership, which includes the software license, online updates to the software and documentation, and user support. "
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
