Added: Jun 21, 2017 9:46 am This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through January 19, 2017 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-95.

The NAICS code for this acquisition is 511210-Software Publishers. This announcement constitutes the formal Request for Quote (RFQ) and NO additional written solicitation will be issued.


It is the intent of the National Library of Medicine (NLM) to license a Mathworks software maintenance agreement. NLM has a group license comprising of 16 licenses and several toolboxes varying quantities, and an individual license with various toolboxes. NLM also needs to acquire additional toolboxes (quantities specified below) to add to its group license:

Disclaimer:
1. This requirement is Brand Name or Equal (See Clause: FAR 52.211-6, Brand Name or Equal)
2. Any award made as a result of this posting incorporates only the Government provided provisions and clauses and terms and conditions as stated in the award. Contractor provided terms and conditions or agreement are for reference only. Should the terms of the Governments award document and the terms of the Contractor provided terms and conditions or "agreement" conflict, the Government provided provisions and clauses and terms and conditions shall control.
3. Copies of the EULA/Maintenance Agreements should be provided along with the quote.
4. The clause at 52.232-39; Unenforceability of Unauthorized Obligations has been incorporated


It is anticipated that ONE firm fixed price award will be made from this solicitation and that the award will be made on or about July 5, 2017. It is anticipated that the award from this solicitation will be for a one year period of performance. The period of performance begins on or about July 10, 2017.


Vendor shall furnish services, qualified personnel, material, equipment and/or facilities as needed to perform the work as stated above. The NLM reserves the right to make a single award, multiple awards, or no award at all as a result of this RFQ. In addition, the RFQ may be amended or cancelled as necessary to meet NLM's requirement.


Vendors must submit questions via email to Keturah Busey, Contracting Officer at buseyk@mail.nlm.nih.gov and must include "NIHLM2017123-KB" in the subject line. The deadline for vendors to submit questions is noon on June 27, 2017.


The National Library of Medicine (NLM) requires quotationss to be submitted via eCPS.:

1) Electronic copy via the NLM electronic Contract Proposal Submission (eCPS) website at https://ecps.nih.gov. All submissions must be submitted by 12:00 PM Eastern Time on July 5, 2017.
2) For directions on using eCPS, go to https://ecps.nih.gov/howto and click on "How to Submit."

NOTE: To submit your electronic proposal using eCPS, all offerors must have a valid NIH External Directory Account, which provides authentication and serves as a vehicle for secure transmission of documents and communication with the NLM. The NIH External Directory Account registration process may take up to 24 hours to become active. Submission of proposals by facsimile or e-mail is not accepted.


Firms interested in responding to this notice must be able to provide the professional supplies and/or services required by NLM. The offeror shall include all information necessary to document and/or support the qualification criteria in one clearly marked section of its proposal. All responses from responsible sources will be considered.

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text.
