About this opportunity

NASA's Shared Services Center has published a Special Notice for Material Characterization and Final Reporting Supporting Additively Manufactured Alloy H, with performance to occur at NASA's Marshall Space Flight Center. The agency intends to issue a sole source contract to Auburn University under FAR authority 13.106-1(b)(1)(i), having determined that Auburn University is the sole provider capable of performing this specialized work. The procurement falls under NAICS code 611310 for Colleges, Universities, and Professional Schools, and will utilize commercial item acquisition procedures under FAR Parts 12 and 13. This notice was posted on July 31, 2025, representing NASA's intention to proceed with a non-competitive acquisition unless compelling responses demonstrate otherwise.

The primary purpose of this Special Notice is to provide interested organizations an opportunity to demonstrate their capabilities and qualifications to perform the material characterization work, which could potentially lead NASA to conduct the procurement on a competitive basis instead of sole source. Organizations must submit written responses by 11:00 a.m. Central Standard Time on August 5, 2025, to Monica Wilson, the designated Procurement Specialist, with oral communications explicitly prohibited. Any submissions will be evaluated solely to determine whether competitive bidding should be pursued, though the final decision to maintain the sole source approach remains at NASA's discretion. The work involves specialized research and development services related to additively manufactured alloy materials, requiring technical expertise that NASA has preliminarily determined only Auburn University possesses. Interested contractors should focus their submissions on demonstrating comparable technical capabilities and qualifications specific to this advanced materials characterization requirement.
