About this opportunity

The U.S. Geological Survey (USGS) Office of Acquisitions and Grants intends to award a noncompetitive purchase order to Malvern Panalytical Inc for a service and maintenance agreement for an Empyrean X-ray diffractometer with i-Core optical module located in Reston, Virginia. The contract will be awarded under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34 million. The procurement is being conducted as a single-source procurement under FAR 13.106-1(b), with Malvern being identified as the only reasonable available source due to being the original equipment manufacturer and authorized service provider. Responses must be emailed to Daniel Galvin at dgalvin@usgs.gov, with a response deadline of May 23, 2025. Vendors must be registered in the System for Award Management (SAM.gov) to be eligible for award.

The procurement has no specific set-aside designations and is anticipated to be a fixed-price contract with a total period of performance of one year from the date of purchase order receipt. The expected contract award date is May 28, 2025, and the contract will not include any option periods. Malvern Panalytical, located in Westborough, Massachusetts, is the sole proposed contractor for this maintenance agreement. While the pre-solicitation notice indicates that all responsible sources may submit a quotation, the government explicitly states this is for informational purposes only and intends to award the contract noncompetitively. The total contract value is not specified in the notice, but the procurement is specifically for maintaining a specialized X-ray diffractometer at the USGS facility in Reston, Virginia.
