Added: Jan 19, 2016 5:52 pm The Centers for Disease Control and Prevention, Division of Laboratory Sciences Tobacco and Volatiles Branch intends to award a sole source firm-fixed price purchase order to LECO Incorporated, 3000 Lakeview Avenue, St Joseph, MI 49085. The purpose of the acquisition is to acquire next day on-site repair, preventive maintenance and emergency repair agreement for the LECO customized Pegasus 4D Time-Of-Flight gas chromatograph/mass spectrometers. The spectrometers are used in the unique application for analyses performed for chemical terrorism and emergency responses. The equipment warranty states that LECO only ensures performance at original levels if genuine manufacturer parts or LECO trained technicians provide the service. The spectrometers are proprietary to LECO and LECO is the only vendor to offer the specific maintenance needed in the repair of the equipment.


This maintenace agreement shall be for a base period of 12 months and one 12 month option period. The equipment list is hereto attached. The statutory authority for this sole source acquisition is in accordance with FAR Part 13 106-1(b) (1) - only one source reasonably available.


No solicitation will be posted to FedBizOpps. We will only issue a solicitation to LECO Incorporated. CDC believes that LECO Incorporated is the only source available to provide this service that meets critical mission requirements. This notice of intent is not a request for quotes. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer.

Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses should be emailed to Mr. Philip Robinson at KKQ4@CDC.GOV using solicitation number 2016-Q-64646 in the subject line no later than 3PM Eastern Standard Time, February 3, 2016.
