THIS IS A SOURCES SOUGHT NOTICE seeking the interest of potential and eligible certified HUBZone contractors in a Firm Fixed Price Construction Contract for the tear down, inspection, cleaning and repair of turbine-generator #5 and auxiliary equipment at Eielson AFB, Alaska. The due date for this sources sought will be 17 May 2012 at 4:00 p.m. Alaska Standard Time.
The Government does not have a projected schedule of solicitation release or award timeframe at this time.
OFFERS OR PROPOSALS WILL NOT BE ACCEPTED. THIS IS NOT A PRESOLICITATION OR SOLICITATION. ADDITIONALLY, THIS NOTICE DOES NOT OBLIGATE THE GOVERNMENT TO AWARD A CONTRACT OR MULTIPLE CONTRACTS; AND, IT DOES NOT OBLIGATE THE GOVERNMENT TO PAY FOR ANY BID AND/OR PROPOSAL PREPARATION COSTS.
Proposed work to be performed under the following North American Industry Classification System (NAICS) codes as follows: 237130 Power and Communication Line and Related Structures Construction.
The projected magnitude of construction is between $1,000,000 and $5,000,000
The work to be performed is as follows:
Interested parties shall furnish all engineering, labor, equipment, and materials to perform the work required, in strict accordance with the specifications to accomplish the following: Tear down, inspect, clean and repair turbine-generator #5 and auxiliary equipment at Eielson AFB's Central Heat and Power Plant (CH&PP). Turbine-Generator # is a 10 MW IMO-DeLaval steam turbine - Electric Machinery generator set installed in 1987. Replace existing air ejection system and turbine control panel. Prepare technical notes and tear-down/repair reports. The anticipated period of performance shall be 80 days after Notice to Proceed.
Situation:
The Government intends to evaluate offers and select the awardees utilizing Performance Price Trade-Off. Source Selection will be conducted using the procedures from the Air Force Source Selection Policies and Procedures, the Federal Acquisition Regulations (FAR), Department Of Defense (DOD) FAR Supplements and Air Force FAR Supplements.
In responding to this Sources Sought Notification, please indicate your interest as a prime contractor, teaming partner, joint venture, primary subcontractor and indicate if your business is a SBA Certified Section 8(a) Program Participant, SBA Certified Historically Underutilized Zone (HUB Zone) Firm, Service Disabled Veteran Owned Business, Small Business, Large Business or a combination of these. Additionally, please provide company name, cage code, point of contact with phone number, fax and email. Interested parties should send all information via email to nicholas.bastiani@us.af.mil.
