About this opportunity
The Department of the Treasury Bureau of the Fiscal Service is seeking to procure two mail extractors through a competitive solicitation. The Request for Proposal (RFP) targets small businesses for the acquisition of specialized equipment designed to process letter and check envelopes with specific extraction capabilities. Key requirements include ergonomic manual content extraction, automated envelope cutting, and the ability to process envelopes ranging from 5,000 to 80,000 monthly volumes. The procurement will be evaluated using a Lowest Priced, Technically Acceptable (LPTA) methodology, which means the most cost-effective proposal meeting all technical specifications will be selected. Critical dates for this solicitation include a deadline of 10:00 a.m. Eastern on December 3, 2024, for submitting questions, and a proposal submission deadline of 10:00 a.m. Eastern on December 10, 2024.
The solicitation is designated as a 100% Small Business Set-aside and will result in a Firm-Fixed-Price Purchase Order with a one-year base performance period. The mail extractors will be deployed at facilities in Philadelphia, Pennsylvania, and Kansas City, Missouri, to process various envelope types including those containing U.S. Treasury checks and related documents. While specific award values are not disclosed, the procurement includes a requirement for 4-10 week delivery timeline and NET 30 payment terms. The equipment must handle letter envelopes approximately 9.5 x 4.125 inches and check envelopes around 8 x 3.625 inches, with capabilities to manage up to 6 pages per envelope. The contract falls under the NAICS category 561110 for Office Administrative Services and PSC category 7510 for Office Supplies, indicating the specialized nature of the procurement.
