Award will be made to the lowest price technically acceptable vendor based on a firm fixed price evaluation. All questions must be submitted by email with no telephone or fax inquiries accepted.

This total small business set-aside requirement has a NAICS code of 324110 and pertains to the delivery of diesel fuel to the Northeast Fisheries Science Center facility located in Highlands, New Jersey. The anticipated single award contract value corresponds to the Science Center's heating needs from May 2021 through April 2022. Vendors must register in the System for Award Management and have a Dun & Bradstreet Number to be eligible for consideration.

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC) Highlands, New Jersey, requires the delivery of low sulfur #2 diesel heating oil  from May 1, 2021 through April 30, 2022 as specified in the solicitation and statement of need.

The NAICS code is 324110.  The solicitation will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2021-03, effective February 16, 2021. 

INTERESTED PARTIES ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE. 

The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the lowest price technically acceptable. RFQ will be available on or about February 26, 2021, in accordance with Federal Acquisition Regulation (FAR) Subpart 13 via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov. The solicitation number is 1333F­21­Q­NFFM-0014; Hard copies of the RFQ will not be issued.

It is incumbent upon the contractors to monitor the FedBizOpps site for the solicitation release and all subsequent amendments. The anticipated award date will be on March 9, 2021. This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 (Commercial Acquisition) and FAR Part 13 (Simplified Acquisition)). All responsible small business sources may submit a quote which shall be considered by the agency.
