About this opportunity
The Naval Air Warfare Center Weapons Division at China Lake, California is seeking long-range planning and engineering support services through a non-competitive procurement. The requirement has been identified as a sole-source award to WSP USA Inc., located in San Diego, California, with the intent to maintain seamless continuation of ongoing planning and engineering operations. Interested firms may submit a written capability statement to donell.e.duenassims.civ@us.navy.mil within five days of the notice publication date (by December 22, 2025), referencing solicitation number N6893626Q5048. Submitted responses must clearly demonstrate the firm's experience, assets, background, and ability to perform the required work while maintaining quality, accuracy, reliability, and schedule adherence. All interested parties must be registered in the System for Award Management (SAM) database and must comply with anticipated Cyber Maturity Model Certification (CMMC) Level 2 requirements for controlled unclassified information. Responses should also address any disagreement with the anticipated CMMC Level with supporting rationale and alternative recommendations.
This procurement has been categorized as Engineering Services (NAICS 541330) and involves professional engineering and technical support. The notice indicates this is a sole-source continuation award to the incumbent contractor WSP USA Inc., demonstrating the agency's intent to leverage existing operational continuity rather than pursue full and open competition. No set-aside designations have been applied to this opportunity. The pre-solicitation notice does not specify contract value, budget range, or service duration, though the emphasis on seamless continuation suggests an ongoing operational support requirement. All potential bidders must maintain current registrations in SAM.gov and ensure compliance with federal entity authorization requirements, including notarized letters identifying authorized Entity Administrators associated with their DUNS numbers.
