About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), specifically the Northeast Fisheries Science Center (NEFSC), is seeking to procure a Long Range Autonomous Underwater Vehicle (AUV) to support marine research and survey data collection, particularly within wind energy installation areas. The solicitation requires an AUV with advanced imaging and sensing capabilities comparable to the existing HabCam system, capable of collecting stereo images and metadata at least every 10 meters along track lines, with imaging performed 1-2.5 meters from the seabed. The procurement is an unrestricted solicitation under NAICS code 334511, with responses due by December 23, 2024 at 2:30 PM PST. Technical proposal requirements include demonstrating vehicle capabilities, providing past performance references, and submitting detailed pricing information. Evaluation will likely focus on the AUV's technical specifications, performance history, and alignment with NEFSC's specific survey and ecosystem monitoring needs.

The contract will be awarded as a firm-fixed-price agreement, with delivery required to NOAA NEFSC in Woods Hole, Massachusetts. The AUV must meet stringent operational requirements, including covering 140 km of survey track on a single battery charge, operating at 1-2 knots, functioning for at least 3 days between charges, and weighing under 500 pounds. The vehicle must be capable of operating to 300 meters depth and deployable in up to 3-foot sea states. Total contract completion is mandated within 18 months after production start, with a final delivery deadline of March 5, 2027. The successful contractor will be required to provide training for 5 NOAA personnel and include comprehensive documentation. The AUV is intended to be operational for the 2027 scallop survey season (April-July), with monthly progress meetings and reviews required throughout the contract period.

Notice text

The NEFSC requires alternative technologies to maintain survey data collection and to observe ecosystem changes within wind energy installations. NEFSC scallop surveys currently produce precise and accurate data using a standardized dredge and a towed optical system known as HabCam (habitat camera). An AUV with a payload that matches HabCam’s imaging and sensing capabilities will both help mitigate impacts of wind development on surveys and broaden data collection for fishery management. The stereo images and accompanying metadata need to be collected at least every 10 m on a given track line. Images are best taken within 1-2.5 m of the seabed (although a certain percentage of images can be tolerated up to 5m above the seabed where it is necessary for navigation).
