Failure to do so does not relieve the offeror from accurately determining the scope of work required. A Pre-Proposal Conference is scheduled for Wednesday, June 29, 2016 at 10:00 AM (Eastern Time) at the USDA Forest Service, Grey Towers National Historic Site, Milford, PA 18337. The USDA Forest Service, Northern Research Station intends to award a negotiated, Firm-Fixed Service Contract for the restoration of the historic Long Garden at the Grey Towers National Historic Site. The base bid for construction consists of elastomeric sealing and correcting the drainage system of the Long Garden Pool and plant material installation, synthetic lawn installation and a bluestone pavement walkway in the Long Garden. The optional bid items are as follows:
1) the reconstruction of the historic brick terrace under existing century old beech trees;
2) the drip irrigation system for the Long Garden plantings;
3) fabrication and installation of an accessible ramp, railing and walkway to the Bait Box structure;
4) the reconstruction of the steps and installation of the plantings at the Linden Allee;
5) the drip irrigations system for the Linden Allee plantings and all other appurtenances as shown on the contract documents.


The contractor shall provide all equipment, labor, materials, supervision, and incidentals to accomplish this task.


The acquisition will be solicited using the procurement processes prescribed in Part 15, Contracting by negotiation by Federal Acquisition Regulations. The period of performance shall be three and half months from Notice to Proceed (NTP)

This requirement is a total small business set aside. The NAICS Code for this acquisition is 561730, with a small business size standard of $7.0 Million.


Contractors are required to be registered in the System for Award Management (SAM) per FAR 52.204-7, System for Award Management (www.sam.gov)


One contract will be awarded as a Best Value Tradeoff to the offeror whose technical and cost proposal is the most advantageous to the Government. Award may not necessarily be made to the offeror submitting the lowest price, or to the offeror with the highest technical score. The critical factor in making any cost/technical tradeoffs is not the technical spread, but rather what is the significance of that difference.
