About this opportunity
This pre-solicitation notice seeks proposals to design, develop, integrate, launch and operate ESPA-class spacecraft to demonstrate long-duration missions beyond LEO. The Department of the Air Force Space Command Space and Missile Systems Center will evaluate proposals based on technical approach, past performance, and cost. Proposals are due by May 29, 2020, with contract award anticipated in early FY2022. The mission objectives include launching spacecraft every other year beginning in FY2024 to demonstrate long-duration ESPA-class missions beyond LEO.
There is no set-aside designated for this opportunity. The primary NAICS code is 336414 and predominant PSC code is 1260. The incumbent contractor for previous ESPA missions was Orbital ATK. The government estimates the contract value between $50-100M over multiple years, with the initial launch date shifted from FY2023 to FY2024 and biennial launches expected thereafter. Details of the final acquisition strategy are still in development.
Notice text
This RFI serves as an addendum to Solicitation Number RFI LDPE Follow-On posted on 6 December 2019. Innovation & Prototyping Directorate (SMC/DCI) is no longer able to support an FY23 launch as indicated in the RFI posted on 6 December 2019 (LDPE Follow-On). As a result, an RFP for this effort is not expected to be released in FY20. The Government is now baselining an initial FY24 launch and launches every other year thereafter, with a contract award anticipated in early FY22. The Government is continuing to develop an acquisition and contracting approach. The Government will continue to engage with industry on this effort in preparation for future missions.
