The purpose of this amendment (0002) is to provide answers in response to questions received. No changes to the solicitation shall occur as a result of this amendment.
Questions and Answers:
1) Q. Do the transfer lines need to be the ones you're currently using (with an exhaust port) or should they supplied with the system?
A. Existing transfer lines (with exhaust port) will be used. They do NOT need to be supplied by the vendor.
2) Q. If you are using your existing transfer lines, what are the dimensions of the end that will go in our equipment?
A. The liquid He transfer line mates with the He dewar using a 0.5” tube which mates with all helium dewar with a compression fittings (standard on liquid He dewars). The helium transfer line exhaust port (at the dewar side) is a 0.375” diameter stainless tube.
3) Q. Does the helium liquefier need to automatically transfer into the feeder Dewars, or can this be manually accomplished?
A. Transfer from liquefier to the feeder dewar can be done manually.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89.

Quoters must submit all questions concerning this solicitation in writing, via email, to both the Contract Specialist (christopher.mcgucken@nist.gov) and the Contracting Officer (Lynda.Roark@nist.gov). Questions shall be received no later than seven (7) calendar days after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, on the question responses included in the amendment to the solicitation will govern performance of the contract. (end of provision)

BACKGROUND
The National Institute of Standards and Technology (NIST), Physical Measurement Laboratory currently operates two (2) flow cryostats (Advanced Research Systems LT-3B) in an atomic-force microscope system. The Government sees to acquire a single laboratory scale liquid Helium (LHe) recovery system for the capture, storage, and liquefaction of the Helium boil-off of this system. The system to be acquired is intended to minimum the waste of Helium gas and result in substantial cost savings to the Government.
