About this opportunity

NASA's Shared Services Center intends to issue a sole source contract to Duke University for establishment of a Lightning Advisory Panel and further development and evaluation of Lightning Launch Commit Criteria, with capability submissions due July 14. The procurement is not a competitive solicitation; Duke University has been determined the sole provider for this effort under FAR 12.102(a), and the Government will evaluate submitted capabilities only to determine whether to conduct the procurement competitively—a decision within the Government's sole discretion.

Place of performance is NASA Kennedy Space Center, Florida. Panel members must hold an earned PhD in atmospheric electricity, lightning physics, radar meteorology, cloud physics, statistics, or a closely related STEM discipline, and must have produced highly impactful, peer-reviewed published research in leading academic and industry journals. Enhanced qualifications include public recognition for scientific achievements, journal peer reviewer experience, or professional memberships in scientific committees.

The contract period of performance is one year from date of award. Work includes panel member attendance at one approximately three-day face-to-face or virtual meeting at Kennedy Space Center (tentatively scheduled Summer/Fall 2026), participation in 12-22 teleconferences of approximately 1.5 hours each, participation in at least one, preferably two, LAP sub-committees, pre-meeting preparation, and post-meeting action item completion including LLCC review and documentation of recommendations. Travel expenses for the three-day meeting are covered separately. Required deliverables include descriptions of contributions and activities, documentation of analyses, and an updated curriculum vitae six months after award. The NAICS code is 611310, Colleges, Universities, and Professional Schools, and the PSC is AJ11, General Science and Technology R&D Services. No price proposals are being accepted at this time.
