About this opportunity

The Defense Advanced Research Projects Agency seeks proposals through a Broad Agency Announcement for Phase 1 of the Liberty Lifter program, which aims to design, build, and test an affordable seaplane capable of transporting large payloads at speeds exceeding existing sea lift platforms. Phase 1 involves vehicle tradespace exploration and concept design under Phase 1A concluding with a Conceptual Design Review, and continued maturation of selected concepts with risk reduction testing under the optional Phase 1B. Proposals are due by May 23, 2022 and will be evaluated based on overall scientific and technical merit, potential contribution and relevance to DARPA's mission, realism of proposed cost and schedule, and proposer capabilities and experience.

No set-aside designation is specified. The solicitation involves NAICS code 336411 for aircraft manufacturing with a primary PSC code assigned as R408 for research and development of aircraft components and accessories. Phase 1A funding is approximately $15 million over six months, while Phase 1B funding is approximately $40 million over twelve months. Through limited competition among Phase 1B performers, a single performer/concept may be selected for Phases 2 and 3 to demonstrate launching and recovery of an amphibious vehicle over an estimated 5-year program duration.

Notice text

The Liberty Lifter program will design, build, and flight test an affordable, innovative, and disruptive seaplane that operates efficiently in ground effect, can sustain out of ground effect flight, and enables efficient theater-range transport of large payloads at speeds far exceeding existing sea lift platforms. This BAA seeks full proposals for Phase 1 (Phase 1A base and Phase 1B option). Phase 1A focuses on the vehicle trade space exploration and concept design activities concluding with a Conceptual Design Review (CoDR). Phase 1B continues the maturation of selected concept(s) with the expectation of substantial risk reduction testing to inform a System Requirement Review (SRR), Preliminary Design Review (PDR), Manufacturing Plan Review (MPR), and Test Planning Review (TPR). Through a limited competition among Phase 1B performers, a single performer/single concept may be selected to perform Phases 2 and 3 of the program.
