The U. S. Army Corps of Engineers (USACE), Walla Walla District, is issuing this special notice to inform industry of the intent to solicit and negotiate solely with OMICRON Electronics for the purchase of Monesto 200 Brand PDA and Coupler parts for Little Goose Lock and Dam.
A determination not to compete this proposed contract has been made Pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonable available.

The U.S. Army Corps of Engineers, Little Goose Dam, requires replacement of its PDA capacitors and test set. The contractor shall provide one portable partial discharge analyzer and associated couplers designed for making measurements on power plant 13.8 kv generator stator windings.


• At least 4-channel PD acquisition unit with a PD input impedance of 50 Ω.
• Have the option to perform frequency-selective measurements where the center frequency and bandwidth are user selectable.
• IP65 rated.
• Includes a PD calibrator that produces positive (+) and negative (-) calibration pulses and with pulse characteristics that meet or exceed standards set forth by IEC 60270.
• Ability to measure PD frequencies from and including 0 Hz to at least 20 MHz.
• Rugged transportation case for easy mobility and set-up
• Can perform on-line and off-line testing
• Data collection software that includes real-time playback of PD response and has the ability to isolate areas on data plots to omit non-useful information or focus on specific events of interest.
• Software must have the ability to measure all three phases synchronously such that data may be presented to the user in a 3-dimensional representation of the partial discharges from all three phases.
• Ability to utilize manual or automatic gating to reject user-selected noise from the PD measurement.
• Compatible with coupling capacitors with values ranging from 80 pF to 2 nF.
• Require only one coupler for each phase.
• Able to utilize a BNC or TNC connectors for the coupling capacitor signal cable, typically coaxial cable, which connects to the coupling capacitor to the monitoring terminal or device.
• Record and report, live, the following partial discharge measurement metrics:
* Voltage presented to the partial discharge coupler during the measurement.
* Apparent charge according to IEC, or 'Qiec' value.
* Average apparent charge 'Qavg'.
* Peak apparent charge 'Qpeak'.
* Phase-resolved partial discharge data.
* Power frequency
* Power dissipation of measured PD signals.
* PD occurrence rate (PD/s)


COUPLERS/CABLING


• Includes at least 18 coupling measurement capacitors with values of 1.0 nF or 2.0 nF.
• Couplers must be capable to be mounted on the HV bolted connection for each phase, or be installed with minimal invasion to circuit materials (i.e., no need to cut into wiring).
• Rated for installation with 13.8 kilo-Volt (kV) hydroelectric generator stator windings and be rated for at least 17 kV continuous-service.
• High quality and specifically designed for making partial discharge measurements per IEC 60270.


POWER SOURCE REQUIREMENTS


• Compatible with a supply voltage of 120 vac, 60 hz
