The Gulf Coast Veterans Health Care System (GCVHCS), Network Contracting Office (NCO) 16, Biloxi, MS, is issuing a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice in conjunction with procedures in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. The solicitation number VA256-17-Q-1148 is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective January 13, 2017. The NAICS code is 561730 and the size standard is $7.5 million. This requirement is for 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside only and will be firm-fixed-price. The closing date for this notice is 2:00 PM CST Aug. 25, 2017. The requirement is for the following:



Contractor shall furnish all labor, tools, materials, equipment, and supervision necessary to perform all work associated with landscape management and maintenance services in accordance with the below Scope of Work.



Contractor to provide services in accordance with terms and conditions of the contract for the period of October 1, 2017 through September 30, 2018, to include one (1) twelve (12) month option period.



To be eligible for award of a contract, vendor must be actively registered in the SAM database (http://www.sam.gov). Vendor is also required to complete representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications - - Commercial Items.

Landscape Maintenance for VA Biloxi Campus

GULF COAST VETERANS HEALTH CARE SYSTEM

SCOPE OF WORK



Furnish all labor, tools, materials, supplies, equipment, and supervision necessary to perform all work associated with landscape management and maintenance for the Gulf Coast Veterans Health Care System, Biloxi, Mississippi. The purpose of the project is to manage and beautify the grounds which include turf areas, approximately 125 planted beds, existing trees, and any new plantings.



The service contract is for a base year, plus one option year, and with the work required listed as follows:



Turf

Turf mowing Initial 20 acres of VA at entrance (38 times per year).

Bare areas Initial 20 acres of VA at entrance, areas without growth- scarify/ disk/water/fertilize/core aeration/dethatch, top dress with soil and sand if areas need it.

Compacted Soil Initial 20 acres of VA at entrance, compaction issues treated by core aeration twice a year, open soil up to increase root growth, air flow, and water movement which strengthens the lawn and thus decreases weeds as they are choked out, many of the new areas planted on top of compacted soil or as in the case of the front drive in weather and time has eroded the topsoil down to the compacted hard sandy clay layer

Weeds - rid turf of weeds by applying weed killer twice a year, weed and feed with pre- and post-emergent.

Nutrition - fertilize twice per year to improve turf color/vigor/health, soil samples sent for analysis and review Dec. 2016 add Lime to areas with low pH.

Water - schedule irrigation for less frequent and greater amount of water (1/2-1 ) per watering to increase depth of root systems.

Thatch remove dead grass in those areas where it is choking the lawn s root systems and preventing the spread of grass.



Trees/Shrubs

Prune - remove dead trees and limbs with proper techniques, thin if needed, trim and manicure shrubs as to create a complimentary and natural form.

Fertilize two (2) times per year (not live oaks unless applicable), accurate amounts and proper placement, as roots are in top 12-18 of soil surface all the way to the drip line, not adjacent to trunk.

Weeds - apply pre- and post-emergent to mulch areas, remove mulch from around trunks so root flares are clearly visible, remove unwanted grass from under drip lines so not competing with nutrients the trees have need of.

Compaction loosen soil around the drip line of the tree of those smaller trees that appear to be struggling, this allows roots to freely spread, also provides for proper movement of O2 and CO2 through the soil as well as water movement and nutrient uptake.

Mulch mulch shall be maintained at a depth no less than 1.5 inches in all applicable areas.



Beds (approx.125)

Pre-emergent - prevents existing weed seeds from germinating, application two times per year (Spring and Mid-Summer).

Post-emergent - get control of weed situation and stay on top of weeds with post emergent schedule, post emergent spray every 14-21 days as needed then back off to once per month if appropriate.

Fertilize supplement existing shrubs with fertilizer two times per year, as well as perennials with liquid fertilizer.

Prune clean and maintain beds accordingly, remove unsightly edging, remove any dead plants and trim back dead areas per plant s requirement.

Plantings add/replace perennials and evergreens in designated areas per contract agreement.

Mulch mulch shall be maintained at a depth no less than 1.5 inches in all applicable beds assigned



Annual Plantings

Annual bedding plants added to certain flower beds as accents of seasonal color

The flowers will rotate out every 3 to 4 months, with plantings occurring in March-June, July-October, and November-February, for 3 installations per year in select areas

These areas will be fertilized every month to maintain the plant s health and vibrant appearance



SPECIAL CONSIDERATIONS BY THE CONTRACTOR:



The contractor will be responsible for cleanliness of the building interior and exterior.

It is the contractor responsibility to measure and confirm measurements on all landscape being service.

Work will be performed during the hours of 8:00 AM and 4:30 PM, Monday through Friday, exclusive of Federal Holidays. Some work outside normal hours of operations may be necessary and must be coordinated with the COR.



MISCELLANEOUS INFORMATION:



The C&A (Certification and Accreditation Authorization) requirements do not apply, and a security accreditation package is not required in accordance with the VA information security program Directive 6500 and the Handbook 6500.

SAFETY CONSIDERATIONS:



Contractor s workmen shall provide and utilize all safety requirements in accordance with OSHA regulations during all phases of the work.



NOTE: All work is to be performed during the hours of 8:00 AM and 4:30 PM, weekdays, exclusive of Federal holidays.

Site shall be kept clean and free from debris at all times and contractor shall remove debris daily from medical center property. Contractor will not be allowed use of government materials and/or labor for this project.

All work is to be performed in strict compliance with these specifications.

Contractor will not be allowed to use Government tools, materials, and/or labor for this project.
